When the call is made for that purpose, citizens present in the Council chambers shall have the privilege of presenting petitions, memorials, remonstrances, and the like, either written or verbal, and such matter shall be referred to the proper committee or otherwise disposed of before any further business is transacted. After such action, the order of business shall proceed as set forth in § 30.04.
