The purpose of this section and §§ 155.265 through 155.281 is to alleviate or prevent congestion of the public streets and to promote the safety and welfare of the public by establishing minimum requirements for the off-street parking and loading and unloading of motor vehicles in accordance with the use to which property is put. For all buildings and structures erected and all land uses established after the effective date of this code, accessory parking and loading facilities shall be provided as required by this code. No part of an off-street parking area required for any building or use for the purpose of complying with the provisions of this code shall be included as a part of an off-street parking or loading space similarly required for another building or use.
