(A) The holding or conducting of any demonstration, public meeting, gathering or parade on or in county buildings or their grounds is prohibited unless a permit for such activity is issued by the Buildings Committee pursuant to § 54.16.
(B) Any group seeking a permit hereunder that will have 100 or more participants at any demonstration shall have one marshal per each 25 participants.
(C) Marshals must, by their apparel or some symbol worn or carried, be readily identifiable as marshals. The marshals must, to the best of their ability under the circumstances presented, ensure that the permit conditions are met, that all county ordinances and regulations are complied with, that the demonstration remains peaceful and orderly and that the participants remain within the physical boundaries described in the permit.
