Except as hereinafter provided it shall be unlawful for any person to knowingly possess, offer for sale, expose for sale, sell at retail or use or explode any fireworks unless otherwise permitted by state law; except as provided in this chapter and approved by the county as evidenced by the granting of a permit for a consumer fireworks display or a pyrotechnic display.
