(A) No person shall store, accumulate, discharge, deposit, dump or place any refuse on any premises in the county, other than a refuse disposal area for which an annual refuse area license issued by the county is in force at the time of such discharge, deposit, dumping or placing of refuse.
(B) The storage of junk is exempt from the provision of this chapter provided that the zoned lot on which such storage occurs is appropriately zoned or such storage is permitted under as a special use permit approved by the County Board.
