Whenever any excavation is to be made within a public right of way, the applicant shall deposit with the Building Commissioner and/or the Service Director an amount determined by the Building Commissioner or the Service Director to ensure that the property involved is repaired and restored to its original condition. All of such deposit, except for the sum of fifty dollars ($50.00) per inspection, to ensure compliance with this section, shall be returned to the applicant when the work has been completed to the satisfaction of the Building Commissioner and/or the Service Director.
(a) Estimate. Openings in tree lawns or under sidewalks, which include only private sewer or water connections, may be done by any plumber or sewer builder who is properly bonded and licensed in the City and only to the extent covered by his or her bond. Work on main sewers, catch basins or other public sewer facilities is done by the City; work on water mains or meter vaults shall be done by the Cleveland Water Division. Generally, work in park strips is classified as City work. Application for a cost estimate of work to be done by the City must be made at least two days in advance of the contemplated starting date. Arrangements for the division of the work to be done will be made at this time and the estimate given on this basis.
(b) Deposit. If determined by the Building Commisisoner and/or the Service Director to be necessary, a deposit shall be required as per Section 901.01.
