SECTION 5.01. FILING FOR PRIMARY; AFFIDAVIT OF CANDIDACY.
   Any individual who is eligible and desires to become a candidate for either the office of Mayor or Council Member shall file an affidavit for candidacy with the City Administrator. Filing for City primary shall be concurrent with the filing dates for state-elected offices. In addition, the City Administrator shall also accept an application signed by not less than five voters and filed on behalf of an eligible voter in the City whom they desire to be a candidate for a specified office, if service of a copy of the application has been made upon the candidate and proof of service is endorsed upon the application being filed. All affidavits of candidacy or applications must be filed not later than 5:00 o'clock P. M. on the day that filings close. Any candidate may withdraw from the election by filing an affidavit of withdrawal with the City Administrator by 5:00 o'clock P. M. on the second day after the last day for filing affidavits of candidacy or applications.
