521.13 VEHICLE LEAK OR DISCHARGE UPON A PUBLIC STREET OR WAY.
   (a)   No person shall permit a vehicle owned, operated or otherwise controlled by that person to leak or otherwise discharge oil, gasoline, diesel fuel, or other petroleum or motor vehicle waste products upon a public street or way.
   (b)   Any such vehicle may be towed, impounded or held by order of the Police Department without further notice until the owner thereof pays the cost of such towing or impoundment.
   (c)   Whoever violates the provisions of this section shall be guilty of a minor misdemeanor and, in addition to any fine, shall pay the clean up and restorations costs caused by such leak or discharge. (Ord. 1988-58. Passed 9-27-88.)
