(a) No person shall maliciously put a dead animal carcass or other putrid, nauseous or offensive substance into, or befoul a well, spring, brook, or branch of running water, or a reservoir of a waterworks, of which use is or may be made for domestic purposes.
(b) Whoever violates this section is guilty of a minor misdemeanor.
