(a) All dogs shall be physically confined or restrained by a leash, tether, adequate fence or secure enclosure to prevent escape while upon the premises of the owner, keeper or harborer.
(b) No owner, keeper or harborer of any dog shall at any time take any dog beyond the premises of the owner, keeper or harborer of the dog unless the dog is on a leash.
(c) Whoever violates subsection (a) or (b) hereof is guilty of a minor misdemeanor for a first offense and for any subsequent offense a misdemeanor of the fourth degree for each subsequent offense. (Ord. 2006-26. Passed 4-11-06.)
