351.19 PARKING AND STOPPING RESTRICTIONS; AUTHORIZATION.
   (a)   The City Manager, or person designated by the City Manager, is authorized to ascertain which highways, portions of highways, other municipal properties and rights-of-way and/or public safety zones require the prohibition, control and/or restriction of the parking and/or stopping of vehicles, and is further authorized to erect and maintain appropriate traffic signs plainly indicating and purport of such prohibitions, controls or restrictions. No person shall park or stop a vehicle in violation of any traffic sign so erected.
   (b)   When the parking or stopping restrictions or controls or prohibitions are indicated by a sign with a directional arrow, the restrictions or controls or prohibitions shall extend in the direction or directions indicated to the next adjacent sign or signs or to an alley or to an intersecting street.    (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
