Should any vehicle transporting hazardous materials or hazardous wastes within or through the City have any emergency condition which necessitates the vehicle stopping for any purpose other than a legal and lawful delivery of hazardous materials or hazardous wastes, the operator of such vehicle shall immediately notify the Police Department and Fire Department that such an emergency condition has arisen as to necessitate its stopping for a purpose other than a legal and lawful delivery.
