No hazardous materials or hazardous wastes shall be transported in or through the City, on any streets, roads, or highways unless such other street, road, or highway is being used for the sole purpose of making a legal and lawful delivery of hazardous materials or hazardous wastes to a residence, business, or other entity within the City.
