(a) The Planning Commission shall hear and decide appeals by any Developer, Fee Payer or property owner aggrieved by the levy of an impact fee under the provisions of this Chapter 1307 of the Codified Ordinances.
(b) There is no fee for filing an appeal.
(c) An appeal is initiated by the filing of a written notice of appeal submitted to the City of Loveland Permit Specialist.
(d) Unless otherwise agreed to by the appellant, the hearing on the appeal will be noticed and scheduled for a regular meeting of the Planning Commission to be held within thirty (30) calendar days following the receipt of the written notice of appeal.
(e) At the conclusion of the hearing, the Planning Commission may reverse or affirm, in whole or in part, or otherwise modify, amend, or supplement the decision being appealed, as such action is adequately supported by the evidence and testimony presented at the hearing.
