As used in this chapter:
(a) “Low-speed micromobility device" (LSMD) is defined as a manually operated or manually steered device weighing less than one hundred pounds that is propelled by an electric motor or a combination of human and electric power, and has an attainable speed on a paved level surface of not more than twenty miles per hour when propelled by the electric motor.

(b) A human propelled bicycle shall not be considered a LSMD.
(c) "Electric-assisted bicycle" means a bicycle with two or three wheels, a saddle, fully operative pedals for human propulsion, and an electric motor. The electric-assisted bicycle's electric motor must have a power output of no more than seven hundred fifty watts. An Electric-assisted bicycle shall not be considered a LSMD.
