(a) Adoption by Reference. As of the effective date of this section, each committee, commission, and board of the City shall be governed by the provisions of the Model Committee Rules which are attached to Ordinance 1992-1 and incorporated herein by reference, except where a provision of such Model Rules conflicts with a specific provision of the Charter, the Codified Ordinances and/or the action of Council which established such committee, commission, or board.
(b) Amendments. The Model Rules may be amended to address the individual needs and mission statements of each such committee, commission or board. Such amendment may be made upon the sole initiative of Council or upon the recommendation, by an appropriate resolution, of a majority of the voting members of a particular committee, commission, or board at a scheduled meeting thereof and with the approval by motion of such recommendation by Council.
(c) Noncompliance; No Powers or Duties Conferred. Nothing herein shall be construed to give raise to an attack upon the validity of any action taken by any committee, commission, or board of the City merely by reason of noncompliance with the Model Rules. Nor shall the Model Rules confer upon any such committee, commission, or board any powers or duties not authorized by the Charter, Codified Ordinances, and/or the action of Council which established such committee, commission, or board.
(d) Notification. The Clerk of Council shall officially transmit a copy of this section to the chairperson of each of the City's committees, commissions, and boards.
