123.06 GUIDELINES FOR GRANTS AND IN-KIND SUPPORT.
   (a)   Grant Objectives and Requirements.
      (1)   Proposals must be designed to improve the quality of life for the citizens, businesses, and/or families of the City.
      (2)   Proposals should describe the need being met, and how it would provide measureable impacts to the City.
      (3)   Applying organization must provide proof of non-profit status which would qualify it as such under the Internal Revenue Code.
      (4)   Financial grant requests for the following calendar year must be submitted completely to the Office of the City Manager no later than September 15th. To the extent possible, applicants for grants less than five thousand dollars ($5,000) should be able to apply on a time frame as short as ninety (90) days.
      (5)   Typical forms of City support may include, but not be limited to:
         A.   Grants for special capital projects,
         B.   Grants for programming that provides direct services to citizens, businesses, and/or families of the City,
         C.   Grants for the purchase of materials like lumber, paint and other such items,
         D   Use of City property including public parks or other City of Loveland property.
         E.   The use of City employees such as police, fire and public works employees at special events,
         F.   City services such as electricity, water, or other materials supportive of an event or organization,
         G.   Waiver of City fees.
      (6)   Grants or in-kind support shall not be given to:
         A.   Projects that do not benefit the citizens, families, and/or businesses of Loveland,
         B.   An individual,
         C.   Fund on-going operating expenses,
         D.   Fund debt-reductions, deficits from prior periods or other prior period liabilities,
         E.   Fund political projects, sabbatical leaves or scholarly research,
         F.   Fund venture capital for competitive profit-making activities,
         G.   Fund scholarships directly, and
         H.   Religious organizations for religious purposes. (Religious organizations may receive grants or in-kind support for non-religious purposes, however).
   (b)   Proposal Checklist:
      (1)   Submit an original and three (3) copies (typed) of the grant application to the City Manager using the form attached, including:
         A.   Application Cover Sheet.
         B.   Project Narrative (limit: one page, 12 point font or larger).
         C.    Organizational History (limit: one page, 12 point font or larger).
         D.   Board minutes authorizing the organization's filing an application.
         E.   A list of the members of the board of directors and current officers including their addresses, phone number and e-mail addresses.
         F.   Organization's by-laws,
         G.   Policies for dealing with potential conflicts of interest, whistle-blower and document retention and destruction.
         H.   Certificate of insurance (and if requested by the City, said certificate shall name the City of Loveland as an additional insured).
         I.   Last two (2) years annual operating statements and projected operating statement for grant year and capital budget to the extent available.
         J.   Audited financial statement for the most recently completed fiscal year to the extent available
         K.   Project budget of proposed sources of funds and expenses.
      (2)   If any of the above-listed documents are unchanged or not amended from the organization's immediately prior year application, an officer of the organization may simply state as such on the application sheet and the document may be omitted. The City of Loveland reserves the right to request unchanged supporting materials for any reason.
      (3)   The City may, in its sole discretion, request additional information and documentation to make its decision to provide support to any organization.
