During the effective period of this incentive program authorized by this ordinance, the City's Tax Incentive Review Council (TIRC), as appointed by the Loveland City Council, shall audit the businesses at least annually with respect to its investment and job creation goals. Payroll and business records necessary to conduct a fair review of such performance shall be made available to the TIRC.
