Any commercial solicitor or noncommercial solicitor who has applied for a permit in accordance with this chapter and to whom the City of Loveland Police Department has, after an investigation, denied a permit or registration certificate or has had a permit revoked may appeal to the City Manager. Notice of such appeal shall be filed with the City Manager within five (5) days after the denial or revocation by the City of Loveland Police Department. Such appeal shall be heard by the City Manager within ten (10) days of the filing of such appeal. The City Manager’s decision shall be final.
