It shall be the duty of the Clerk of Council and of the City Solicitor, or either, whenever the form of a proposed measure does not comply with the provisions of the preceding sections, to call the attention of Council thereto, and the City Solicitor shall submit a draft of such measure which, if adopted, will correct the omission.
