115.01 GENERAL PROVISIONS.
   (a)   The Charter specifies the number, the selection, and terms of the members of Council and the qualifications for this office; provides for the filling of vacancies in the Council, the beginning of the term of office, and sets the salary of Council members. The Charter provides for the organization and meetings of the Council, the selection of the Mayor and Vice-Mayor, and sets forth the salary of the Mayor. The Charter also provides for the selection of a Clerk of Council, for rules and the keeping of a journal, and delineates the powers of the Council.
   (b)   Action of the Council is by resolution or ordinance. The effective dates and the requirements for publication of ordinances are set forth in the Charter. The Charter also provides initiative and referendum powers and authority for the adoption of standard codes by reference.
