926.11 APPLICATION PROCEDURES.
   (a)   The City of Loveland shall administer this regulation, shall be responsible for determination of compliance with this regulation, and shall issue such notices and orders as may be necessary. The City may consult with the Hamilton, Clermont, or Warren County Soil and Water Conservation Districts, OEPA, ODNR, FEMA or other technical experts as necessary in reviewing the Storm Water Management Plan required by this regulation.
   (b)   Applications for land disturbance activity permits must be filed with the City of Loveland Building Department on any regular business day, as follows:
      (1)   For Subdivisions: After the approval of the preliminary plat and prior to the approval of final development plans, or as otherwise requested by the Planning and Zoning Commission.
      (2)   For Other Construction Projects: Concurrently with the submittal of construction drawings to the City Engineer.
      (3)   For general clearing, grading, and excavation work: Twenty-one (21) working days prior to any soil disturbing activities.
   (c)   A copy of this permit application shall be forwarded to the City Engineer for review.
   (d)   Permit applications shall include the following, as applicable: 1"=20' scaled development drawings with existing and proposed contour lines at no more than one (1) inch increments, a geotechnical engineer's report with recommendations, two (2) copies of the storm water management plan, a storm water pollution prevention plan, the operation and maintenance agreement, easement(s) for post-construction storm water quantity and/or quality treatment basins and devices, a copy of the approved OEPA General Construction Permit, and any required review fees.
   (e)   (1)   After receipt of a complete permit application, including all documents as required by this chapter, the City of Loveland shall inform the applicant whether the application, plans and maintenance agreement are approved or disapproved and returned for revisions with comments and recommendations for revisions within twenty-one (21) working days after receipt of the plan.
      (2)   A plan rejected because of deficiencies shall receive a narrative report stating specific problems and the procedures for filing a revised plan. At the time the City of Loveland receives a revised plan, another twenty-one day review period shall begin.
   (f)   If the permit application, development plan, storm water management plan, operation and maintenance agreement, storm water pollution prevention plan, easement(s) for post-construction storm water quantity and/or quality treatment basins and devices, or OEPA correspondence is disapproved, the applicant may revise the documents included in the application submittal.
   (g)   If the development plans, permit application, final storm water management plan, operation and maintenance agreement, storm water pollution prevention plan, easement(s) for post-construction storm water quantity and/or quality treatment basins and devices, are approved by the City of Loveland, all appropriate land disturbance activity permits shall be issued.
