926.01 PURPOSE AND SCOPE.
   The purpose of this chapter is to establish a set of technically feasible and economically reasonable water management policies to achieve a level of storm water and sediment and erosion control that will minimize damage to public and private property, degradation of water resources, and will promote and maintain the health, safety, and welfare of the residents of the City of Loveland.
   This chapter seeks to meet that purpose through the following objectives:
   (a)   Allow development while preserving the natural drainage and infiltration characteristics in order to reduce flooding, siltation, increases in stream temperature, and streambank erosion, and to recharge groundwater resources and to maintain the integrity of streams and channels;
   (b)   Reduce storm water runoff rates and volumes, soil erosion and non-point source pollution, wherever possible, through storm water management controls and to ensure that these management controls are properly maintained and pose no threat to public safety;
   (c)   Encourage construction of storm water management practices that serve multiple purposes including, but not limited to, flood control, erosion control, water quality protection, recreation, and habitat preservation;
   (d)   Ensure that all storm water management practices are properly designed, constructed, and maintained.
