111.03 BUILDING AND ZONING SERVICES.
   The schedule of fees for zoning permits, amendments, appeals, variances, conditional use permits, plan approvals, and other procedures and services pertaining to the administration and enforcement of this Zoning Code, shall be established and set forth by Revenue Ordinance duly passed by City Council.
   (a)   The fee structure of Hamilton County, Ohio for building permits, other permits relating to building permits and permit administrative fees January, 2011 Edition, and as amended and updated, is hereby adopted by reference as the City's fee structure and is incorporated in the Loveland Ohio Code of Ordinances, and shall apply and be enforced within the City, except as follows:
      (1)   Billable Time. Projects of any unusual scope or of a type not covered in the Hamilton County, Ohio Schedule of Fees and plan examinations unrelated to a building permit are to be billed to the owner at the rate of $55 per hour.
      (2)   Plumbing. Permit fees and inspections associated with plumbing work shall be in accordance with provisions set forth by the Hamilton County Plumbing Department, unless otherwise specified by Council.
      (3)   Electrical. Permit fees and inspections associated with electrical work shall be in accordance with provisions set forth by Inspection Bureau, Inc. ("IBI"), unless otherwise specified by Council.
      (4)   Health. Permit fees and inspections associated with Board of Health services shall be in accordance with provisions set forth by the Hamilton County Board of Health, unless otherwise specified by Council.

   (b)    The fees charged by the Building and Zoning Division for a submission to the Planning and Zoning Commission of industrial, commercial or residential preliminary plans, preliminary subdivision plans/plats and preliminary improvement plans shall be three hundred dollars ($300.00) plus fifteen dollars ($15.00) for every lot in the subdivision under ten (10) lots plus ten dollars ($10.00) per lot for ten (10) lots and above. Fees shall be deposited at the time the plans are submitted.
   (c)   The fees charged by the Building and Zoning Division for a submission to the Planning and Zoning Commission of industrial, commercial or residential final plans, final subdivision plans/plats or final improvement plans shall be three hundred dollars ($300.00) plus fifteen dollars ($15.00) for every lot in the subdivision under ten (10) lots plus ten dollars ($10.00) per lot for ten (10) lots and above. Fees shall be deposited at the time the plans are submitted.

   (d)   In addition to the fees charged under subsections (b) and (c), the fee charged by the Building and Zoning Division for a Planning and Zoning Commission application shall be two hundred dollars ($200.00) payable with submission of the application.
   (e)   The fee charged by the Building and Zoning Division for a zoning permit shall be as follows:
      (1)   New Residential Dwelling

   (f)   The fee charged by the Building & Zoning Division for a Board of Zoning Appeals request shall be one hundred dollars ($100.00), payable with submission of the appeal request.
   (g)   In addition to building permit fees, an hourly fee of $55.00 shall be charged for examination of all residential and commercial plans.
   (h)   That any ordinance, code section or other city fee schedule, including but not limited to those fee schedules listed in Ordinance 1990-72, Ordinance 1998-4, or any section or sections thereof, in conflict with the above referenced fee schedule enacted herein shall be null and void.
