155.14 WAGES.
   (a)   Position wage ceilings and adjustments for inflation are established by City ordinance. Starting wages will be determined by the City Manager based on the experience, educational background and pertinent special capabilities of the individual. Wage increases shall be determined by the City Manager through periodic employee evaluation procedures.
   (b)   To be eligible for an increase in pay, the employee must have received at least a satisfactory rating on the most recent performance evaluation.
   (c)   If a wage increase is denied because of unsatisfactory performance, the employee will not be eligible to receive an increase until the following performance evaluation. A remedial action plan shall be put in place in accordance with personnel policies. If a satisfactory performance rating is not achieved in the following performance evaluation, the employee may be terminated.
