The “unclassified service” consists of those offices and positions of trust or employment that are exempt from any civil service provisions, including:
(a) Elected officials; and members of the City’s boards and commissions;

City Manager, Clerk of Council, Director of Finance and Assistant City Manager;

(c) The City Manager’s staff, including the Executive Assistant to the City Manager, the Clerk of the Mayor’s Court, the directors of all departments, the division heads within those departments, Deputy Public Works Director, Department Directors’ Secretaries, the Chief of Police, Police Captain, the Fire Chief, the City Civil Engineer, and the Assistant Finance Director.

(d) All unskilled laborers, part-time employees, seasonal employees and temporary employees;
(e) Employees of exceptional professional or scientific qualifications engaged as consultants for special work by the City;
(f) Persons appointed to fill vacancies in elective offices.
Offices and positions designated above as being in the “unclassified service” shall be subject to amendment and amended as set forth in the then current annual City Wages and Classification Ordinance.
