The Civil Service Commission shall supervise and approve the holding of examinations, the content and form of the examinations, the certification of the eligibles, the keeping of records, and the preparation of regulations prescribed in a detailed procedure to be followed in the administration of these rules.
The Commission shall have the power and shall be required to:
(a) Provide civil service rules for determining merit and fitness for employment and promotion in the classified service; and
(b) Hear appeals and render decisions on appeals; and
(c) Perform such other duties with reference to personnel administration relating to the classified service as may be necessary and proper and consistent with the City Charter and this chapter.
