Appointments shall be made by the Mayor with the approval of a majority vote of Council. Council may remove any person appointed, but such removal shall be effected only by an affirmative vote of four (4) or more members of Council at a regular meeting of Council. The action of Council in such matters shall be final, and subject to no appeal. Council may suspend an appointee from office pending a final decision on removal.
