Council hereby establishes a set administrative fee, which fee shall be added to the actual cost the City incurs in abating or causing to be abated each Property Maintenance and Zoning Code violations. The set administrative fee shall be established by ordinance of City Council, and shall be added to the costs incurred to address each violation of the Property Maintenance and Zoning Code if not paid by the property owner shall be added to the property tax assessment at the same time City Council passes an ordinance authorizing a property tax assessment.
