   SECTION 8.01 CIVIL SERVICE COMMISSION: MEMBERSHIP.
   There shall be a Civil Service Commission consisting of three (3) members, qualified electors of the City, who shall be appointed by the Council for three-year (3) staggered and overlapping terms.
