Appeals shall be taken as provided in the Code. However, in the event that the Appeals Board refuses or is unable to take jurisdiction over any appeal, then the Zoning Board of Appeals established by the Zoning Code shall have jurisdiction to hear appeals from the decision of the Director of Safety or the Director of Safety's delegated authority with reference to interpretations of the provisions of the Code and with reference to the interpretations of the provisions of the Code. All appeals shall be heard in accordance with the procedures which have been established by the Zoning Board of Appeals.
