(a) On being served notice, the owner may make immediate application in writing or in person to the Building Inspector for a special building permit to undertake the repairs or replacement of the items found to constitute a public nuisance.
(b) Adequate plans and specifications, as required by the Building Inspector, covering the repairs or replacements shall be furnished by the owner to the Building Inspector within fifteen days after receipt of the notice, or such additional time as the Superintendent of Building Inspection may deem necessary to complete plans and specifications, but not to exceed ninety days. The Building Inspector shall, on approval of the plans and specifications, cause a special building permit to be issued to the owner. The special building permit issued by the Building Inspector shall be for a period of thirty days, and within thirty days the owner shall effect and complete the repairs or replacements. The Building Inspector may grant an extension to the special building permit if the owner shows reason or cause for the requested extension, and the extension will more readily affect the existence of the public nuisance, and stating that unless the owner shall cause the abatement of the public nuisance by rehabilitation or by removal of the building or structure, the same will be abated by the City at the expense of the owner. Such abatement shall start within fifteen days after service of notice, and shall be complete within forty-five days or such additional time as the Building Inspector may deem necessary to complete the abatement.
