All moneys received for the collection or disposal of garbage and rubbish shall be deposited in the Sanitation Fund, which is hereby established, and applied to the retirement and interest on notes or bonds which may be hereafter issued for the purchase of vehicles and equipment or for the acquisition of land, together with construction or improvements thereon to be used for or in connection with the collection or disposal of garbage and rubbish, and for the expense of the administration, conduct, and operations of such collection and disposal.
