Vehicles used to transport, cart, or convey garbage or rubbish through or over the streets of the City shall be of the closed, packer-type carrier; or be open-bed type vehicles equipped with a tarpaulin or other suitable cover which shall be fastened securely in a manner to cover and contain the load or rubbish at all times, except when the vehicle is being loaded or unloaded.
