It shall be unlawful for any person, firm, or corporation, other than an agent or employee of the City or an authorized agency, to collect, haul, and dispose of garbage or rubbish within the territorial limits of the City, or to transport, cart, or convey the same through or over the streets of the City. This section shall not apply to any governmental agency.
