Charges for services furnished by the City and its inhabitants and other users by the waterworks system shall be billed monthly or bi-monthly as determined by the Director of Finance. In the event that utility bills are mailed by the City after the first of the month in which they are due, the Finance Director shall have the authority to establish a later due date for that billing cycle so as not to penalize the ratepayer.
