921.32 THEFT OF WATER.
   When the Service Department has reasonable evidence that a the owner, tenant or other consumer of water at a property is or has obtained water from the water service, in whole or in part, by means of devices or methods used to stop or interfere with the proper metering of the water service being delivered to equipment on the property, the City shall estimate and present a bill for the water service unmetered as a result of such interference to the property owner. Such bill, if not paid within 24 hours of delivery shall result in the disconnection of the water service. When the Service Department makes such disconnection, it will reconnect the water service on the following conditions:
   (a)   The property owner shall be required to deposit with the Director of Finance an amount sufficient to guarantee the payment of the property owner's bills for water service.
   (b)   The property owner shall be required to pay for any and all damages to its equipment on the consumer's premises due to such stoppage or interference with its metering.
   (c)   The property owner shall further agree to comply with reasonable requirements to protect the City against further losses.
