921.23 CITY TO INSTALL AND MAINTAIN METERS.

All meters shall be furnished and owned by the City, and no one but City employees shall connect, disconnect, or in any way tamper with such meters. They shall be maintained and replaced by the City when necessary at no cost to the water user or property owner unless their actions or negligence caused damage to such meters.
