All permanent water supplies within the City, except as herein provided, and all water supplies for any purpose beyond the boundaries of the City shall be granted on a metered basis only. Permanent water supply for automatic sprinkler systems (private fire protection service) may, when deemed advisable, be granted on an unmetered basis in accordance with the rules herein.
