921.19 TURNING ON AND SHUTTING OFF WATER.
   (a)   No plumber, or any employee thereof, shall turn on, except for the immediate test of his work or shall leave turned on after the completion of his work any water supply, nor shall any plumber, or any employee thereof, turn on, except only for the test of his work any supply which had been turned off previously by the Service Department.
   (b)   No plumber, or any employee thereof, shall turn off the water supply of any premises unless he shall have been authorized to do so by the Service Director or the Service Director's designee.
   (c)   No request for the turning on of water for the initial supply of a premises shall be granted until the plumber's return for the installation of said water supply has been approved by the Service Director or the Service Director's designee, nor until any violation of the provisions of this chapter or of any rule or regulation promulgated pursuant thereto, for which the water supply has been turned off, has been satisfactorily adjusted.
