921.11 INSTALLATION OF SERVICE LINES.
   (a)   A separate service pipe shall be laid from the main for each building, except that a service pipe may extend from the owner's house or place of business to his own accessory use structure if desired. There shall be no combination between the curb line and the building of two or more water supply lines for the supply through a larger single line
   (b)   No service pipe shall be installed on any lot or parcel of land unless said lot or parcel of land has a frontage on a regularly platted street or public service strip in which a water main has been laid, and unless the water service connection therewith is made between the property lines, extended to the main. If the ground level of the thoroughfare or of the lot is higher than the established or proposed grade, the water service shall be laid not less than three feet below such established or proposed grade line.
   (c)   No division of the water service of any lot or parcel of land shall be made for the extension and independent meterage of the supply to an adjoining lot or parcel of land without written permission of the Service Director. No division of a water supply service shall be made at the curb for separate supplies there from for two or more separate premises having frontage on any street or public service strip without written permission of the Service Director.
   (d)   Water services shall be laid on a solid ground bottom and shall have not less than three feet of ground or sand filling. When laid in a combined sewer and water trench, the service shall be laid on a shelf of solid ground not nearer than twelve inches to the side of the wall of the sewer trench.
   (e)   No water service shall be laid through any trench having cinders, rubbish, rock or gravel fill, or any other material which may cause injury to or disintegration of the service pipe, unless adequate means of protection are provided by sand filling or such insulation as may be approved by the Service Director. Service pipes passing through curb or retaining walls shall be adequately safeguarded by the provision of a channel space or pipe casing not less than twice the diameter of the service pipe. The space between the service pipe and the channel or pipe casing shall be filled and lightly caulked with oakum, mastic cement, or other resilient material approved in writing by the Service Director, and made impervious to moisture.
   (f)   When a change of direction of a cast iron service is made on either side of a curb or retaining wall, the cast iron fittings shall be securely braced to prevent the loosening or blowing out of the lead in the caulking joints. The bracing shall be made by concrete backing or by clamp rods extending from the fitting bell to the next bell or fitting, or by clamp rods securely anchored in the wall. Such clamp rods should not be less than five-eighths inch diameter and, when buried in soil, should be protected against corrosion by painting with tar or other suitable means. Set screws for fastening clamp rods to pipe shall not be permitted.
   (g)   In backfilling the pipe trench, the service pipe must be protected against injury by carefully hand tamping the ground filling, free from hard lumps, rocks, stones, or other injurious material, around and at least six inches over the pipe.
