921.08 RESPONSIBILITY FOR COST OF INSTALLATION AND MAINTENANCE OF SERVICE LINES AND OTHER EQUIPMENT.
   (a)   It shall be the responsibility of the property owner to pay the cost of constructing the water service line from the point where such service line connects with the water main into the building or premises served.
   (b)   The City shall maintain the curb stops, valve boxes, water meters, and the service line from the water main to the curb stop without expense to the property owner. The service line and other equipment used in the supply of water, other than the water meter, from the curb stop into the building or premises served shall be maintained free of defective condition at the expense of the owner or occupant of the property.
   (c)   The Service Director may order the property owner to fix a water leak or other problem with a service line that at the property owner's expense. Such order shall provide the property owner a reasonable period of time to complete the repair, and if not completed in a reasonable period of time, the Service Director may upon five (5) days written notice discontinue service.
