The Service Director is authorized to adopt and enforce, subject to the approval of the City Manager, such rules and regulations as the Service Director deems necessary in the execution of the Service Director's responsibilities and duties prescribed in this chapter. The Finance Director is authorized to adopt and enforce, subject to the approval of the City Manager, such rules and regulations as the Finance Director deems necessary in the execution of the Finance Director's responsibilities and duties prescribed in this chapter.
