For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) “Commercial advertising” means the advertising for sale of any merchandise, product, commodity, service, or thing; the direction of attention to any business, mercantile, or commercial establishment, or other activity, for the purpose of either directly or indirectly promoting the interest thereof by sales; the directing of attention to or advertising of any meeting, theatrical performance, exhibition, or event of any kind, for which an admission fee is charged for the purpose of private gain or profit; or, while containing reading matter other than commercial advertising as herein defined, has as its predominant and essential purpose the display of commercial advertising.
(b) “Erect” means to construct or allow to be constructed, but it shall not include any activity when performed as an incident to the change of advertising message or normal maintenance of the outdoor advertising device.
(c) “Maintain” means to preserve, keep in repair, continue, allow to exist, or restore if destroyed by an act of God or vandalism.
(d) “Outdoor advertising device” means any outdoor sign, display, device, figure, painting, drawing, message, placard, poster, billboard, or any other contrivance designed, intended, or used for commercial advertising, and which is visible from the traveled way of any street or roadway in the City.
(e) “Visible” means capable of being seen, whether or not legible, without visual aid by a person of normal visual acuity.
