(a) The owner, occupant, or person having the care of any building or lot of land bordering on any street with a graded or paved sidewalk shall, within the first four hours after daylight following or during a fall of snow, cause the snow to be removed from such walk. This provision shall include snow or ice falling from any building.
(b) Whenever such sidewalk or any part thereof shall become encumbered with ice, the owner, occupant, or person in control shall, within the first four hours after daylight following or during its formation, cause such sidewalk to be made safe by removing such ice or sprinkling the same with sand or other suitable substance.
