(a) The City Manager shall examine the supporting information and documents submitted pursuant to Section 737.04(a) and, being satisfied that the applicant is the owner of any such vehicle, that the same has been certified as a safe and fit conveyance, that satisfactory insurance or bond has been issued and is in force thereon, and that all other information has been presented in the correct form, he shall, upon payment of the prescribed license fee, issue a certificate and a taxicab license for each vehicle approved for use as a taxicab by the applicant.
(b) The term of the certificate and taxicab license(s) issued pursuant to subsection (a) hereof shall be for one (1) year from the date of issuance thereof unless otherwise sooner revoked pursuant to a provision of this chapter; the City Manager may reissue the said certificate and taxicab license(s) on an annual basis on the request of the applicant and the provision of documentation set forth in Section 737.04(a).
