737.03 CERTIFICATE INVESTIGATION AND HEARING: FINDINGS.
   (a)    The City Manager shall investigate and hold a hearing upon each application for a certificate. In conjunction therewith, he shall take into consideration the number of taxicabs already in operation, whether existing transportation is adequate to meet the public need, the probable effect of increased service on local traffic conditions, and the character, experience, and responsibility of the applicant.
   (b)    If the City Manager finds upon such investigation and hearing that the public convenience and necessity do not justify the operation of the vehicle for which a certificate is desired, he shall forthwith notify the applicant of his findings.
   (c)    If the City Manager finds from such investigation and hearing that the public convenience and necessity do justify the operation of the vehicle or vehicles for which a certificate is desired, he shall forthwith notify the applicant.
