529.09 PERMITS FOR CONSUMPTION ON PRIVATE PROPERTY USED FOR PUBLIC ASSEMBLY PURPOSES.
   (a)   The City Manager is authorized to issue permits for the consumption of alcoholic beverages on private property which is used for public assembly or public gatherings or other public purposes.
   (b)   Before any permission is granted, an application will be made to the City in a form as prescribed by the City. The application will include information on the time, date, and type of activity to take place, the location of the activity including a specific and detailed map of the permit premises. If the sale of alcoholic beverages is to take place, a State license must first be obtained before permission will be granted and no activity will conflict with any State law. All applications will be reviewed by the Zoning Enforcement Officer and all applications will be reviewed by the Police Department.
