(A) Pursuant to KRS 67.083(3) (e), (t) and (u), an Auxiliary Police Force is hereby established to be composed of two divisions: School Crossing Guards and Court Process Officers.
(B) Duties of School Crossing Guards. The duties which are to be performed by the School Crossing Guard Division of the Auxiliary Police Force shall be limited to the following:
(1) To assist children in crossing public streets to and from the schools to which they are assigned.
(2) To direct traffic in the vicinity of the schools to which they are assigned.
(3) No School Crossing Guard shall be deemed a peace officer.
(C) Duties of Court Process Officers. The duties which are to be performed by the Court Process Officer Division of the Auxiliary Police Force shall be limited to the following:
(1) To serve all orders to take juveniles or adults into custody and/or arrest warrants issued by the Jefferson District Court, Juvenile Court Division or the Jefferson County Family Court Division.
(2) To serve all summons and subpoenas issued by the Juvenile Court or Family Court Divisions of the Jefferson County District Court Clerk’s Office.
(3) To provide secure and safe transportation for the return of youth to and within Jefferson County.
(4) Court Process Officers shall be deemed peace officers, shall have the power of arrest, and shall be authorized to carry weapons. However, the possession and use of such weapons and the power of arrest shall be governed by the policies and procedures of the Department for Health and Human Services, Division of Youth Detention.
(D) Qualification of Court Process Officers. Court Process Officers shall:
(1) Possess a high school diploma and one year of criminal justice, law enforcement, court records, customer service or clerical experience.
(2) Be at least 21 years of age and possess a valid Kentucky driver’s license.
(3) Have no history of a felony conviction.
(4) Within the first year of service, attend, successfully complete and meet all requirements of the Kentucky Department of Criminal Justice Training, Law Enforcement Basic Academy.
(5) Within the first three months of employment, successfully complete 40 hours of firearms training and thereafter, successfully complete marksmanship training in accordance with standards set by the Department for Health and Human Services, Division of Youth Detention.
(6) Successfully meet all standards and complete all other initial and ongoing training as required by the Department for Health and Human Services, Division of Youth Detention.
