351.15 PARKING TICKETS.
   (a)   When a police officer who witnesses a parking violation and deems it impracticable or inadvisable to tow the offending vehicle to the pound he may instead post or affix a notice of the violation to the vehicle.   
   
   (b)   The owner of the vehicle or his representative shall present himself in the Traffic Violations Bureau of the Mayor’s Court in the office of the Finance Director during regular office hours by 5:00 p.m. on the fifth calendar day after the date of issuance of such parking ticket, Saturdays, Sundays and legal holidays excluded. Any owner or his representative who has received a violation notice (parking ticket) and who files a plea of guilty with the clerk of the Traffic Violations Bureau or his deputy, waives a court hearing and deposits with such clerk or his deputy the amount of the penalty indicated in Section 351.17, shall be fined such respective amounts by the Court.
   (c)   If the owner or his representative desires to plead not guilty when he presents himself at the Traffic Violations Bureau of the Mayor’s Court, any person having knowledge of the facts of the violation may cause an affidavit to be filed in the Mayor’s Court charging the owner of the vehicle or his representative with the specific violation.
